Rockabilly Blue is Manic Panic's strongest true, neutral blue. This vibrant, ultra-powerful blue leaves cool tones on virgin, unbleached hair. For head turning results, we recommend lightening hair to a light level 9 blonde and toning hair before use to prevent unwanted hues.
