Rockabilly Blue is Manic Panic's strongest true, neutral blue. For head turning results, we recommend lightening hair to a light level 9 blonde and toning any yellow tones before use to avoid undesired hues. This vibrant, ultra-powerful blue may give cool tones on virgin, unbleached hair.
